The social salvation spolicy of the city only covers the town census register population, and urban vagrants and beggars policy only for a very small number of Rural Migrant workers.so that Rural Migrant workers are not included in the existing social Assistance spolicy. Social Assistance policy is in the basic of social security system,and play a final protection against the most usage.It’s an important institutional guarantee to solve the basic livelihood of the poor. In the present economic level, the government organiza and implement the social security, we must adhere to the "basic security" policy. In comparative of other social security policy, Social Assistance policy has a lower cost, higher efficiency features,in the first we must establish social Assistance policy of Rural Migrant workers. When the opportunity mature we can construct social security system of Rural Migrant workersBased on the analysis of Rural Migrant workers in Wuhan questionnaire,and the results show that the weak position of Rural Migrant workers, leading them suffered a larger social risks than farmers and urban residents,but they did not resist the social risks, so they have relatively strong demand of social Assistance policy.The demand of Social Assistance policy mainly in medical assistance, unemployment relief and housing assistance. Because the low cognizance of policy, and the relations of city government is’t harmonious,the demand will of Rural Migrant workers also lower.Studies suggest that Rural Migrant workers in China should be included as soon as possible to the city social Assistance policy.In the development of social Assistance policy of Rural Migrant workers, Special assistance is the first one, strengthen the service consciousness of rural workers, simplified application examination, establish a national information platform, strengthen the force of women’s federations and other social relief organization, improve social Assistance’s awareness of Rural Migrant workers.
