Ever since the reform and opening up in China, a multitude of rural surplus labor force has transferred to the urban cities engaging in non-agricultural industries. Influenced by the dual structure in rural area and by obstacles coming forth, Chinese peasants have difficulties in being accepted as urban inhabitants as they shift to the cities and work in non-agricultural fields; instead, they experience a special transmitting mode of"the migrant rural workers", leading to the problem of the migrant rural workers citizenization. At the crucial stage of social transition in China, the research on"citizenization of the migrant rural workers"plays significant roles in theory and practice: it could push forward the process of citizenization of the migrant rural workers and social transition as well as the structural transformation; it helps comprehend China's actual conditions in the course of the construction of socialist modernization with Chinese characteristics. The research also intends to broaden the range of theoretical vision of the migrant rural-worker issue for a better understanding of the rules of modernization construction and innovation of the theories of socialism with Chinese characteristics.Stepping from the issue that citizenization of the migrant rural workers is an inevitable trend for developing China's modernization, this dissertation elaborates the root cause which constrains the process of citizenization of the migrant rural workers by discussing the current living condition of the migrant rural workers in China and the dilemma they are facing when they claim to be citizenized. This constraint reflects a lack of scientific concepts in the migrant rural workers, and focusing on this issue, the dissertation gives its suggestion of social policy for the sake of boosting the progress of citizenization of the migrant rural workers.
