Along with the radical political, economic and social transformation sinceUkraine independence, the issue of corruption is getting deteriorated, whichbecomes a serious obstacle in the process of nationaldevelopment. Commercial corruption not only undermines a country’seconomic environment, but reduces foreign investment and decelerates theeconomic growth. Meanwhile, political corruption definitely increasesexpenses of government departments, which would distort government’simage as well. In addition, corruption may threaten political stability of acountry and exert negative impacts in the society. SincePresident Yanukovich came into poweron February7th,2010, he has been engaged in the fight againstcorruption and implemented his responsibilities. Anti-corruption has becomethe highest priority over the Yanukovich administration.In this article, the author analyzes the issues on the background, measuresand achievements and defects of anti-corruption policies in the Ukrainiangovrernment, from which China may draw some lessons. The article involvesfour sections.In the first section, the author introduces the current situation and featuresof the anti-corruption policies of the Ukrainian govrernment. Throughanalysis the roots cause and harm of corruption in Ukraine, the authorconcludes the background and original reasons for anti-corruption policies ofthe Ukrainian government.In the second section, the article discusses the anti-corruption mechanismsover the Ukrainian govrernment. The mechanism is composed of four parts,which include the legislative system, executive system, preventive andsupervision system and international cooperation.First of all, it is essential to implement an effective approach to fight againstcorruption, and complete legislation. Meanwhile, it is necessary to integrateanti-corruption with the laws and regulations so as to comply with the rulesin the process of implementation. Secondly, just as effective policies areimportant, strategies and methods of implementation for anti-corruption arecrucial factors as well. Thirdly, while cracking down corruption, we must lay emphasis on the establishment of institution and prevention mechanism,which is the essential for expanding the fields of prevention corruption fromthe source. Fourthly, since the issues of corruption have crossed nationalboundaries and increasingly developed into global issues, we should enhanceinternational cooperation on the anti-corruption.In the third section, the article explains the policies of anti-corruption ofUkrainian government, in which the author points out the achievements anddefects of the policies.In the fourth section of the article, the article intends toexplain the significance of Ukrainian anti-corruption for the Chinese socialrealities. The following experience of anti-corruption has been concluded. Tobegin with, the generation and expansion of corruption is closely related tothe political system. We must further deepen the system reform so as to rootout corruption. It is necessary to adopt legal means to reduce corruption,which has been proved that the anti-corruption mainly relies on legalmechanisms around the world. In addition, we need to modify and improvethe public supervision system. Moreover, strengthening internationalcooperation in the field of anti-corruption is indispensable.
