Corruption is the "cancer of politics",having been affecting the development of the economy,politics,culture and society in a country or region.Since the founding of new China,China has always attached great importance to the issue of corruption governance,especially since the holding of the 18 th national congress of Chinese Communist Party,the fight against corruption,the construction of anti-corruption and building of a clean government have been raised to a new high and achieved remarkable results through unremitting efforts.However,throughout years of anti-corruption practices,it can be found that our country's governance of corruption has always been guided in the path of the "nation-orientation doctrine",from top to bottom,to crack down on corruption.Public officials have eventually built institutions and mechanisms featuring "daring not to rot,unable to rot,unwilling to rot",which has made remarkable achievements.Nevertheless,at present,our country's corruption situation is still grim and complex.To consolidate the landslide victory of anti-corruption and combating corruption,the party's 19 report has raised a request "insisting on checking offering and accepting bribery together.This requirement puts the crime of investigating and committing bribery at the same height as the crime of accepting bribes,raising the importance of paying bribery crimes,and proposing new ideas for the anti-corruption struggle,not only to control the bribery of public officials from top to bottom,but also govern the public's bribery problem from bottom to up.Only in this way can we build a top-down or bottom-down Only in an unimpeded society and can we achieve an overwhelming victory in the fight against corruption.In our country,on the other hand,among the existing research literature,the research on management office personnel bribery is numerous,but the research relating to the governance of public bribery is very few,especially the research on sociology is rare.Therefore,this article will take "public's bribery will" as the breakthrough point,as a way to discuss the feasibility of this strategy of investigating corruption through the means of "social center doctrine",and aims to enrich related research.Under the circumstances of anti-corruption practice,guided by the theory of social learning theory,this article will study the factors that impact public's will of bribery from the three dimensions of anti-corruption environment,corruption cognitive and corruption experiences,and these three dimensions of quantitative will be divided into eight specific indicators in order to make a detailed analysis on the factors impacting public's will of bribery,thus putting forward relevant measures.Through the questionnaire survey of residents in Henan province,and by means of orderly multivariate logistic regression model and a binary logistic regression model,the study has found: all of the three dimensions--anti-corruption environment,corruption cognitive and corruption experiences have a certain degree of influence to the public,but each dimension and each index of each dimension have inconsist influence to this will.According to the conclusion,the author puts forward some suggestions to solve the problem of bribery.First,continue to improve the anticorruption system-paralleling punishment with prevention;Second,continue to perfect the anti-corruption system-combine punishment with prevention.Third,continue to build an anti-corruption culture--promoting publicity and education.
