The Study On The Legal Issues Of Key River Basin Control Projects' Management

This paper mainly discusses how to construct the legal system of the management of China's key river basin control projects after summarizing the legal experiences of foreign key river basin control projects' management and analyzing the current situations and problems about domestic key river basin control projects' management. This paper tries to construct China's legal system of key river basin control projects' management from the legislative system, legal principles, main legal systems, the system of law enforcement and legal responsibilities on the basis of basic legal theory and the characteristics of key river basin control projects' management.The body of this paper is composed of three parts. The first part gives a general introduction of key river basin control project and its management. The part explains the concept, the functions, the sorts and the development tendency of key river basin control projects, and analyzes the concept of key river basin control projects' management from its management subject, management content and management approach. This part also summarizes the legal experiences of foreign key river basin control projects' management. The second part of this paper analyzes the current situations and existing problems in China's key river basin control projects' management. This part analyzes the current situations from management subject, management content and management approach, and the existing problems in legislation, law enforcement and justice. The last part is the key part of this paper, managing to construct China's legal system of key river basin control projects' management from the legislative system, legal principles, main legal systems, the system of law enforcement and legal responsibilities on the basis of basic legal theory and the characteristics of key river basin control projects' management.
