Studies On Community Services Supplying System Based On The Principle Of Self-organizing

With the deepening of China’s economic system reform,governments’functions transformation, enterprises and institutions’system transformation, people’s community service needs is bigger and bigger and shows a trend of avarious and hierarchical. The main point of developing community service is meeting residents’requirements by supplying sufficient, good, diversify and effective service. Because of the low level of economy, the demand of community service in our country is continuous but the supply of community services in our country is unsustainable. Facing this status, the study of the continuous supply of community service becomes necessary and hot.Referring to the literature about community service, few scholars have studied the problem of community service supplying from a perspective that the supply of community service is a system and has self-organization. Owing to that, this paper attempts to structure the self-organizing model of community services supplying system at the guidance of self-organization principle, in order to break through the current bottleneck of unsustainable supply.We separately construct and analyze five categories of micro-self-organizing models and the macro-self-organizing model of community service supplying system. Then, select Shenzhen and Hong Kong as samples to make empirical analysis respectively. Results showed:Shenzhen has initially developed with the conditions of self-organizing and its self-organizing process has just started; the self-organization degree of Hongkong’s community service supplying system was relatively high and it has formed relatively mature self-organizing mechanisms. Then in contrast, we tried to explore the causes, which led to the self-organization differences between two cities’community service supplying system:the self-organizing environment,openness and operating mechanisms of community service supplying system. Finally, based on the constructed model and empirical results, we proposed to construct the self-organizing system of community service supplying in our country through such ways:expand system’s openness, adjust the operating mechanism, create external environment and learn from successful experiences optionally.
