As the fast of being aging in the world,Shenzhen which a young city also will face the aging process.It must be thanks to those who came Shenzhen and constructed Shenzhen from a small fishing village transform to a international city in 80's,and today they grow old.Secondly,with the migrant elder increased,Shenzhen must provide more high quality social welfare of the elderly and forming a community care service system at now.At present,Shenzhen location in the coastal,because of this excellent location and the strong support of the policy,Shenzhen leading the economic level in our country now.So On the social welfare and community building field,Shenzhen walk in front of other cities.After reference of the Hong Kong and abroad successful experience in community elderly service construction filed,Shenzhen formed it own system which has the home care,community care and agency care.Among them,the community care model was favorite by most elder due to it's freedom,near from home and other advantages,Shenzhen district according to their own characteristics have to stimulate social organizations and market enthusiasm in elderly service filed,built many elderly care centers,community service centers,elderly schools and other organizations in community,provide a happy and convenient living space for the elderly.Nowadays,faced with a substantial increase in the number of older people,the elderly service supply showing uneven development trend and short supply problem in Shenzhen different districts.This paper use the new public management theory,social welfare diversification and community governance as the theoretical tool.The government,social organization,market and family as the main body of elderly service supply.Interviews with the reality old-age service supply case,analysis the shortage and the reasons of Shenzhen community care service supply model currently.Propose solutions of the problem that the role misplaced in government,market and social organization,the community resources waste,lack of professional services and son.Discussion on how to form a community care service network system in Shenzhen,it is useful of development our country's elderly services in community.
