Emergencies’ information dissemination is a spread of information issuance and news release under the emergent situation to guarantee the public’s right to know and also an important link in the process of emergency response as well. It plays a considerable role for the government to efficiently prevent and handle emergent cases as well as eliminate rumors and stabilize the society. The existing news release system works well in satisfying the needs of traditional media report after the event.However with the quick development of new media, its public opinion field has exerted almost the equivalent influence to that of traditional media. The new media exists everywhere, spreads rapidly, which brings a variety of new challenges to our current information release system. And under the very circumstances, the governmental microbloggings appear as a significant platform for the government to issue authoritative information in the new media area, which is also responsible for emergencies’ information dissemination. While frankly speaking, the governmental microbloggings have not been brought into full play in emergency response and management concerning its small information quantity, slow reaction speed and poor social feedback. The reasons are complex including the governors’ understanding, the system and mechanism, and more importantly the lack of knowledge regarding the emergencies’ information dissemination discipline in the microbloggings field as well as the lack of effective response mode.Absorbing the theory of crisis life circle and "3F" model, the essay aims to build up a systematic emergency response mechanism for governmental microbloggings consisting of three models as definition, control and feedback on the basis of analyzing the experiences and lessons of governmental microbloggings, for example the Shanghaicity. First to define the information issue pattern according to the degree of attention and severity, secondly to control the process and adjust measures according to the situation of reposts and negative comments, and last to carry out evaluation on the whole procedure in order to constantly improve the operational mode of governmental microbloggings and turn them into one of the major platforms for efficient and effective emergencies’ information dissemination to upgrade public credibility and government image.
