Japan’s ODA policy originated from the war compensation to the Southeast Asiaafter the World War II. Japan has been dominant the assistance to countries in theSoutheast Asia for fifty years since the post-war from the original acting in concertwith the U.S. Cold War strategy to penetrate Japan’s political and economic impactson ASEAN with their ODA assistance on purpose and plan. Even during the twofinancial crises, Japan’s ODA assistance to ASEAN did not relax. With the changes inthe pattern of the world, Japan’s ODA assistance to ASEAN also has been given a newconnotation and put it into Japan’s new world order scheme. In which there are theefforts of Japan’s energy security, anti-terrorism and protecting the aspirations of itsstrategic channel security, but also the heart of the prevention of a rising China in theAsia-Pacific region and its efforts to compete for regional leadership andexpectations.
