As an cooperative organization of developing countries in east Asia, ASEAN is not only Japan's main economic partner; but also is an important stage and breakthrough to play an important role in politics, military security in the international society. In the growing economic globalization and regional integration, research of Japan's policy issues about ASEAN is undoubtedly have important academic value and practical significance.The paper starts from Japan's re-entry to ASEAN after the end of the cold war, Japan's economic policy, foreign policy, security policy and regional cooperation policy about ASEAN and policy shift impact to China. Japan's policy toward ASEAN is a gradually progressive developmental and enrich policy system (economy→political diplomacy→security→regional cooperation). Economic relations is always the core or foundation of policy, but in different development stages, Japan's policy toward ASEAN have different emphasis, gradually changed from economy to political effect, safety, and to strengthen regional cooperation. This is Japan's shift from economic power to political power in the development strategy of the concrete embodiment of ASEAN policy.Japan's foreign policy for ASEAN has experienced a development process which focused on economy, both politics and economy, and then politics. Japan's security policy for ASEAN is an important part of its security strategy, and also the main component of Japan multilateral security policy after the cold war. Japan's regional cooperation policy of ASEAN is the main content of Japan's regional cooperation policy, and is not only the economic cooperation, but also including economic, political and security comprehensive cooperation.After the cold war, the shift of Japan's foreign policy toward ASEAN was not by chance, but closely related to this place with the domestic and international environment. The transformation is with great influence to China, and at the same time, the Chinese government must make a positive response to seeking its peaceful and favorable international development environment.
