The Historical Review Of The Construction Of The Regional National Autonomy System Lead By The Communist Party Of China In Xingjiang

The regional national autonomy system is a system by which the regionalautonomy is carried out in places where ethnic minorities gather and live under theunified leadership of the state. The organs of self-government are established and theright of self-government is exercised under this system. It is a basic political systemwhich is fit to solve the ethnic problem in China proved by historical and practicaltest. This system plays important roles in ensuring the ethnic minorities as themasters of their homeland participate in state affairs administration and manage theethnic group’s internal affairs independently; insuring an equal basis of ethnicminorities; developing the business of economy and culture of ethnic minorities;promoting the prosperous development of ethnic minorities; safeguarding andconsolidating the national unity, etc. And put forward some opinions of mine with thehistorical review of the establishment of the regional national autonomy system byChinese Communist Party and the theory and practice of the building of theXingjiang Uygur Autonomous Region.The main structure and main points as follows:Part one makes a brief introduction to the whole study, which includessignificance, previous studies both at home and abroad, innovation, difficulty andmethodology of the study.Part two firstly states Marxism-Leninism, as the guidelines of CCP in dealingwith the national ethnic issues, how to solve the theory and principle of ethnic issues.Secondly, the historical review is proceed to the theory and practice of exploring theregional national autonomy system by the CCP, from the proposing of the right ofself-determination and the building of federal state to establishment of the regionalnational autonomy system in China. What’s more, the development andaccomplishment of the regional national autonomy system is investigated after it isestablished in China. This system wins a rapid development and experiences anperiod of tortuous and recovery since it has been established.Part three demonstrates a detailed review to the history of the establishment ofthe regional national autonomy system lead by the CCP in China. This part sorts outthe history of Xingjiang Uygur Autonomous Region from the preparation and theestablishment of it to the development and perfection of it after the establishment ofthe regional national autonomy system. Part four is the experience conclusion of the CCP in leading the establishmentand development of the regional national autonomy system. And also the conclusionof working experience of the CCP’s political, ideological and organizationalleadership in developing and perfecting the regional national autonomy system isoffered. Besides, the lessons from historical experience which help to further developthe regional national autonomy system in Xingjiang and promote the national capertype development and stability is provided in this part.
