With the rapid development of society and public sector management deepening,the research on the perceived organizational support and the organization climate isbecoming a hot research topic for scholars. Higher perceived organizational support canimprove the performance of organization and management effectively. And the goodorganization climate can play a crucial role in the effective achievement of managementand organizational goal. This paper attempts to research the influence of the perceivedorganizational support and organization climate on the work performance, and theintermediary effect of perceived organizational support in the organization climate andwork performance. The managers can starting from the perceived organizational support,improve the working performance though creating organizational climate and try to findnew ideas or methods to improve the working performance of the grass-roots civilservants.The paper uses the method of literature combined with the empirical to do theresearch and is divided into five parts. The first part is the purpose and significance ofthe topics, content and method, domestic and international research status, the new ideasof the article.The second part mainly reviews the related research of the grass-roots civilservants, perceived organizational support, organization climate and work performancetheory. The third part is the paper analysis framework of empirical research, theresearch methods and research hypotheses. The fourth part is the research analysis anddiscussion. In this study, it uses SPSS11.5software for data analysis and processing in the form of reliable and valid questionnaire investigation for238grass-roots civilservants in H county of Shaanxi province, draws the main conclusions as following:Perceived organizational support and work performance are significantly positivecorrelation, and perceived organizational support can effectively predict the workperformance; Some factors of organization climate and work performance aresignificant positive correlation, and some factors can effectively predict the workperformance; In the mediating role of analysis by the perceived organizationalsupport,the dimension of the work support plays a part of the intermediary role in theorganization climate and work performance,concerned about interests dimensions is nointermediary role to the work performance. The value recognition dimensions plays apart of the intermediary role in work performance through the management style. Thefifth part is the countermeasures and proposals. This paper makes recommendationsmainly on the shaped from supportive environment, improving the organizationbelonging of the grass-roots civil servants, establishing performance evaluation systemand salary incentive mechanism, and enhance self-efficacy of grass-roots civil servantsetc, and hopes to provide guidance and basis for the primary government regulators onthe management practices.
