With the rapid development of society and the deepening of public sector management, in a dynamic and change the organizational environment, the requirements of individual elements within the organization, team and organization can effectively cope with frequent and the prospective of job requirements and environmental changes. In this context, the researchers try to improve the working performance of the civil servants at the grass-roots level to find out new ideas and methods. Foreign scholars have launched a lot of research of adaptive performance, and achieved some results. And domestic research on adaptive performance more focused on the review, or the level of qualitative analysis, more complete lack of empirical research, especially in view of the specific research object-civil servants at the grass-roots level.In summarizes the domestic and foreign research achievements about the performance of adaptive, on the basis of the use of human resource management and organizational behavior theory knowledge,research and build our country civil servants at the grass-roots level of the performance of adaptive multi-dimensional structural model, according to the forecast of revised questionnaire survey in our country civil servants at the grass-roots level of perceived organizational support and adaptive performance status, at the same time also to perceived organizational support, adaptive performance status of civil servants at the grass-roots level to compare different demographics variables, and the sense of civilservants at the grass-roots level support and its various dimensions and adaptive performance and its various dimensions in the correlation analysis and regression analysis, the following conclusions:1. Our country civil servants at the grass-roots level of perceived organizational support and adaptive performance level is not high, the grass-roots civil servants about your feelings about the perceived organizational support were similar, their adaptive performance2. In a given demographic variable, education significant difference in the adaptive performance variables, each rank on the perceived organizational support variables also have significant differences, Others are no significant difference.3. Civil servants at the grass-roots level of significant positive correlation between perceived organizational support and adaptive performance.4. Perceived organizational support of three dimensions namely,concerned about the interests of the support, high value agree with three dimensions, the adaptability of grass-roots civil servants also can become have a high level of performance, including work influenced by the support of civil servants at the grass-roots level adaptive performance,followed by the value of the identity and the interests of the relationshipHoping that through this study explore the grass-roots civil servants perceived organizational support on the impact of adaptive performance,seeking to improve the performance of adaptive countermeasures, and put forward to improve the performance of civil servants at the grass-roots level adaptive management, management of the public sector to promote the reform has practical significance.
