If grassroots units are the hands and feet of the state management system,then grassroots civil servants are fingers and toes.They are rooted in the grassroots playing a connecting role in the domestic government departments.At present,the pursuit of good governance has become the goal of governments around the world.Improving government performance is undoubtedly an indispensable part of the process of good governance.The work performance of grassroots government is inseparable from the work performance of grassroots civil servants.In real life,with the progress of science and technology and the improvement of economic development level,people's voice for improving the work quality and service level of grassroots civil servants gradually increases.Since the sixth administrative reform in 2008,China has gradually established the performance-oriented administrative value.Improving the performance of grassroots civil servants is not only the voice of the people but also the requirement of reform,which also has a profound impact on the current situation and future of grassroots governance in China.As grassroots civil servants are in the position of connection,they are faced with great work pressure such as heavy task,low salary,poor promotion channels,which affect the work performance of grassroots civil servants.How to improve the work performance of grassroots civil servants from other perspectives in the absence of administrative resources?Based on recent frontiers of domestic and international organizational behavior research and the theory of implicit followership and tleadership support,this paper takes the work performance of grassroots civil servants as the research object to explore the influence of implicit followership on the work performance of grassroots civil servants.Based on the literature on collecting and sorting out implicit followership,leadership support and civil servant work performance,this paper constructs two dimensions of implicit followership two dimensions(positive and negative),leadership support,and grassroots civil servant performance(task performance,contextual performance).Through the questionnaire survey method,the matching questionnaires between the leaders and subordinates of grassroots civil servants were collected,and the statistical conclusions were used to draw conclusions about the performance of implicit followership and grass-roots civil servants.The main conclusions are as follows:1.The leader's active implicit followership has a significant positive impacton the work performance(task performance,contextual performance)of grassroots civil servants.2.The negative implicit followership of leaders has a significant negative impact on the work performance(task performance and contextual performance)of grassroots civil servants.3.Leadership support has a significant positive impact on the performance of grassroots civil servants(task performance,contextual performance):4.perceived supervisor support patially mediated the ralationship between implicit followership and the work performance of grassroots civil servants.This study explores the interaction mechanism between implicit followership and the performance of grassroots civil servants.Relevant research results show that positive implicit followership positively influences leadership support and promotes work performance.Negative implicit followership influences negatively leadership support,and inhibit work performance.This study concludes with a summary and proposes how to improve the performance of grassroots civil servants in the context of current service-oriented government construction.
