China is in the period of social transformation, and the most amazing isurbanization process of the whole country. Today, this no-brake train has not slow down,and we can’t see the end of it. With the fall of the community and social unit of theformation of the system, the community becomes the intersection of the variouscontradictions. Community disputes of the diversity and complexity, need an effectivesolution mechanism to deal with. Community mediation system, as an alternativedispute resolution method (ADR), free the country out from disordered state, it is nolonger a choice or not, but a mainstream dispute resolution method. Under the efforts tobuild a harmonious society, the country already has its multiple mediation mechanism.But how to coordinate the traditional mediation and modern mediation, how tocoordinate the government mediation and civil mediation, how to coordinate thegovernment single and multiple mediation conciliation is also rough.In this paper, the research selects community view, takes four extremelycharacteristic communities in Hubei province Jing Zhou City Shashi District as themain line, attempts to give suggestions for maintaining the social stability in the city.This paper firstly defines the community mediation system, then divides its exercisingmain body. It provides report of analysis of the government and non-governmentalorganizations how to mediate. After that, it divides the four communities, finds theirstrengths and weaknesses. At last, the paper offers counter measure proposal foroptimizing Community mediation system in Shashi, in order to construct the scientificand efficient through community mediation in dispute, promotes the urban communitywork in the stable, prompts the Government and Society cooperating perfectly, in orderto promote the construction of a harmonious society. In the near future, we can see anew classic community mediation system with Chinese Characters.
