Research On The Performance Measurement Based On Key Success Factors Of Chinese Basic Community Organizations

Building a harmonious socialist society is one of the important goals of thetwenty-first century China’s social development, the key to achieving this goal is toestablish a harmonious community. The community is the basic unit of society,community management and construction must rely on co-operation with basiccommunity organizations to achieve. The basic community organizations head withsubdistrict office and community committee are the first line of direct contact with thepeople, undertake Party’s work, social services, social welfare, mass affairs whichrelated with the community residents. A new era of "big society, small government"pattern, and the diversification of the demand of people put forward higher requirementsfor basic community organizations, how to scientific and rational to play the power ofbasic community organizations to co-ordinate the various community affairs, it’s thekey points of basic community organizations reform.Performance measurement is a way to use certain assessment methods, indicators,to comprehensive measurement and evaluation the degree of realization of theorganizational performance objectives and performance situation, in favor of grasp theorganization functioning, predict future trends, continuous improvement to improveoverall performance. The key success factor is the most central elements of theorganization under intense internal and external environment to maintain its competitiveedge to succeed. Organizations want to get a good performance, it must be around a fewkey elements of the many influencing factors, outstanding accomplish these criticaltasks. Therefore, the construction of the performance evaluation system based oncritical success factors is particularly important to organization to achieve excellentperformance.This study draw on the experience of theory and practice of key success factors,choose China basic community organizations as a research object, and basis onChongqing University" public organizational core competency research"(NationalNatural Science Fund,70472018) related research results, through literature review andinterviews, extraction gives60critical success factors, were revised and two screening,finally determined in accordance with research object features48entries, developed the"Chinese community organization and key success factors questionnaire".By way ofquestionnaires and interviews to bring together raw materials, using SPSS statistical software to extract the organizations key success factors, obtained6basic communityorganizations key success factors, they are: administrative capacity and organizationalimage, community building and management, public service supply, internalorganization management, concept of innovation and overall consciousness. Use AMOStest reliability and validity, and to explore the interrelationship between the variouselements of internal indicators, found that the administrative efficiency greatest impacton the administrative capacity and organizational image; harmonious society greatestimpact on the community building and management; social insurance greatest impact onpublic service supply; talent training greatest impact on the internal organization andmanagement; goal-oriented greatest impact on global awareness; change to adaptgreatest impact on the concept of innovation. Differences in the subjective evaluation,different gender, length of service does not constitute a significant difference,qualifications and geographical multiple indicators were significant differences. Finally,use the key success factors to build corresponding performance evaluation system andthe use of correlation and regression analysis, explore the relationship between thevarious elements and the actual work performance, to prove the establishedperformance system for job performance good prediction, and preliminary establish theweight of each factor.Hope according to the conclusions obtained in this research, could providecorresponding reference to performance Measurement of Chinese basic communityorganizations, to provide theoretical guidance for the practice of performancemanagement.
