An Empirical Study On The Influence Of Critical Success Factors Of Elderly Community PPP Project On Coopemtive Performance

As China has become the country with the largest number of elderly people in the world,the problem of old-age care has become a major social problem in the future.In order to solve the problem of supporting the elderly,the policy strongly supports the use of the PPP model to provide non-profit pension projects.There are many difficulties in the promotion of the elderly PPP project due to external environmental constraints,such as the large number of participants,the complex benefit mechanism,the lack of elderly care standards,and the weak concept of institutional elderly care.Win-win cooperation is seen as the basis for the successful operation of a PPP project.The purpose of this paper is to find out the key success factors that affect the successful implementation of elderly community PPP projects,and to clarify the mechanism of success.Therefore,the paper starts with the cost and benefits of participating in the PPP project of the elderly community,extracts the key factors that affect the participation of the cooperation subject,and classifies them based on the logical relationship between the key factors.Based on this,a cooperation environment,cooperation mechanism,and An analysis framework for cooperation performance.Then,through the coupling analysis of the three relationships,find out the key success factors.Specifically,the key success factors were collected through case and literature analysis methods,the list of factors was determined,and the categories were classified according to the nature of the factors.Then starting from the costs and benefits of core subject participation,the evolutionary game and numerical simulation were used to analyze the relationship between different categories of key success factors to prove the rationality of factor selection and classification.Secondly,a structural equation model is established,and the relationship between the cooperation environment,contract governance and cooperation performance is analyzed through hierarchical regression analysis and partial least squares(PLS)model.Finally,according to the conclusions,the policy recommendations for improving the performance of the elderly community PPP project cooperation are proposed at the national level,socialcapital level,and government level.The research shows that macro environment,project environment,risk management,project selection,regulatory accountability and relationship governance have significant positive correlations with cooperation performance.The project environment has the strongest effect on the performance of PPP cooperation in the elderly community,followed by risk management,supervision and accountability,macro environment and project selection.Risk management,project selection,and regulatory accountability mechanisms have a regulating effect on cooperation performance through control,but the regulating effect is not obvious.
