After the information technology has rapidly improved and Internet has widespread proliferated, e-learning has become an important trend for enterprise education and training because the rapid and cheap way of training has helped the enterprises keep the advantageous in competition. The companies should weigh the current conditions of theirs and find out the key factors when they intend to carry out learning Management System. They should know how to get to the anticipated achievements with the successfully implementing of e-learning. This study is attempted to establish an implementation model that may help companies understand the critical factors of enterprise e-learning systems for designing effective plans through literature review and China Mobile case study by questionnaires and interviews.The findings of this study present that all e-learning actions are effected by these five-area factors: organization factors, user factors, course factors and technology/cost factors. Through the research and study, following five factors are the most important factors which affect the constructing and implementing of Learning Management System. The support of high level managers and the enterprises' information technology and infrastructure environment are the most important factors. Then is the using experience of users. The next important factor is the cooperation of the IT department. The fifth important factor is the design of the on-line courses which will affect the implementation of LMS greatly. Moreover, more open culture, more focus authority of enterprise and faster changing speed of industry will lead to easier implementation of e-learning. Also, the encouraging methods of study is also very important factor from the view of user-area. In the implementation procedure, there are some other effective factors - suitable assorting of courses and instruction from teacher, which affect the results of achievement and learning. Learning result is also directly affected by the choosing of platform and constructing and implementing cost.
