With the rapid development of economy in China, the environment pollution isbecoming more and more serious. The problems of waste pollution and the dropping ofenvironmental quality, needing to be highly valued, are indisputable fact in our country.The sewage charge system is an effectively environmental economic managementsystem and the specific practice and application of polluter pays principle. It caneffectively prevent the waste pollution and improve environmental quality. Based on theforeign advanced experience, our country adopts the System of Charge on PollutionEmission.Solid waste charge is a part of the pollution emission charge. Although it has alarge proportion in the system, but there is no special research for it. And this situationdoes not match the importance of the solid waste charge, and not conducive to thepollution charge system. So, the author sets about to do specific research on solid wastecharge system. Besides the introduction, this article can be divided into five parts:The first part is the summary of solid waste and the sewage charge system. Thissection mainly analyses the concept about solid waste and emission charges, such as theconception and feather of the solid waste, and the meaning, the legal nature of thesewage charge system and the foundation of the system.The second part is the details of the sewage charge system. This section gives abrief introduction about The System of Charge on Solid Waste Pollution. It includeslegal nature, object, condition, procedure, and using of the sewage charge.The third part is the legislation and implementation of the sewage charge system.To ensure the implementation of system, the central and local accelerates the legislationprocess and plays a positive role in improving the legal system. In the process ofimplementing, the system plays a crucial part in promoting enterprise’s pollutiontreatment, raising funds and strict environmental monitoring law enforcement. But thereare some problems in the system, such as the low charge standard, the conflict of laws,the indeterminate of the levying range and limitations in the sewage charge system,which give adverse impacts to the implementation of the sewage charge system.The fourth part is the experience of the sewage charge system. Firstly, this partdescribes the sewage charge system of America, Japan, European and South Korea.Then this part elaborates the reference of the system in these countries. The fifth part is the perfect solutions in the sewage charge system. Based on thecurrent situation of solid waste pollution charges system implementation and referenceof foreign experience in the system, this part proposed a series of measures to perfectthe system.
