The report of the17th Party Congress requires all comrades in the party must fullysee that the anti-corruption construction has achieved the remarkable result, but alsoprofoundly understand of the long-term、complexity, and arduous sex of anti-corruptionstruggle. Administrative corruption in society today which is a large malignant tumorson the body is a serious threat to the country’s economic development, political stability,and harm the fundamental interests of the masses. One of the main features of thespread of corruption’s trend in China is from individuals to gangs, collectivedevelopment.American scholars offered process model of collective corruption to researchcollective corruption. It pays considerable attention to the processual character ofcollective corruption and allows that organizational participants can embrace corruptionin a heedless or mindless manner. This article basing on the process model of collectivecorruption,according to five-stages of the initiation of collective corruption,civilservants obedience, institutionalization and socialization of corruption conducts, and therational choice of behavior of civil servants analyzes the civil servants embracingcollective corruption process,study the reason of involving corruption basing onrational ignorgance,target replace, the alienation of the identity of legitimacy order andethical distance, and attempts to provide reference to the design of new methods forcurbing our country civil servants collective corruption.
