This article basing on the process model of collectivecorruption，according to five-stages of the initiation of collective corruption,civilservants obedience, institutionalization and socialization of corruption conducts, and therational choice of behavior of civil servants analyzes the civil servants embracingcollective corruption process,study the reason of involving corruption basing onrational ignorgance,target replace, the alienation of the identity of legitimacy order andethical distance, and attempts to provide reference to the design of new methods forcurbing our country civil servants collective corruption.
