Civil servants is the form of state administrative power,the implementation of national civil servants,is the fundamental force of maintaining the normal operation of the state machine.Then its importance is obviously.In recent years,civil servants' resign heat causes widespread concern in society.A lot kinds of news from media and network to report this.Now the resignation of civil servants to become the focus of social concern.Especially from the "18th CPC National Congress”,the relevant policy were regulated about the welfare of civil servants.It makes the civil servants which is a very hot job loose its shine luster.More and more people has left their position to join in a company to find a better job.Whether there will be a "resignation tide" of the civil servants? If all over the civil servants in each province to resign and it becomes a trend,then it will be called "resignation tide".The small influence will be that the governments' daily work can not be normally operated.And the big impact will be that the region's development can not be stability and reform.What causes the civil servants' mind changed,and choose leaving their job? So,to research what causes the civil servants' leaving is very important for makes them stable.At present,domestic research mostly stays in the management of civil servants to resign management regulations and the resignation of the analysis of the phenomenon.Some of the literature for the discussion of civil servants to resign cover resign from office and resign from the leadership position of the situation has been analyzed.But it is very rare for Shanghai civil servants' resignation intention investigation and study.Some of the published literature due to time and money constraints,lack of questionnaire survey of empirical date support.This theory,that is comb through to the domestic and other counties' research literature,and meanwhile,in the investigation,data analysis and researching of the ‘Shanghai Civil Servants Resignation Intention Survey' to make up for this deficiency.This topic research is based on Price-Mueller Model.In studying of this model and combining with the characteristics of the theory and incentive theory to design the questionnaire form Shanghai civil servants' daily work,life,psychological status and other factor.Selecting 300 hundred people which are from public department in Shanghai as the questionnaire survey objects.It was chose by internet surveying.After getting the investigation data,using civil servants' resign intention as the dependent variable and using the job satisfaction,promotion opportunities,job stress,psychological status and salary these factor as the independent variable to raise the research hypothesis.Through a series of research analysis and verification to confirm the validity of the research data and thus determine the results of the hypothesis.At the end,this thesis puts forward some relevant suggestions to improve how to make the civil servants more stable for their job.First,improve the internal promotion mechanism of the public sector in Shanghai.Second,employing department should pay attention to the work pressure for the civil servants.Third,the manager should pay attention to the psychological state of the civil service.Forth,to improve the salary system,so that the salary and welfare will be competitive with the staff in the enterprise.
