On The Problem And Countermeasure Of Implementing Knowledge Management Of Our Government

After the first tide in our country of theoretical research of "knowledge economy" has been lifted, it is in the ascendant that knowledge management is studied. Though the study on knowledge management still shows weakly at present, and concentrates on the field of enterprises mainly, knowledge management has already promoted the development of the management theory and improved the management level greatly. Considering the research of knowledge management is a field having extremely extensive range, the research of this paper is orientated as problem study and countermeasure discussion of implementing knowledge management of our government.This paper attempts to apply the theory and method of knowledge management to the government management in an all-round way and analyze the meaning and orientation of the reform of our government in terms of knowledge management. This is a brand-new and perspective exploration to government reform theory, and has suitable practice value at the same time. This paper analyses in depth the problems our government faces while implementing knowledge management, and has proposed several countermeasures pointedly. The main content of this paper is divided and stated as follows:In the first part, the relevant theories of knowledge management are explained. Because knowledge management is still a weak link of management research field, it explains the definition of knowledge management especially at the beginning, in order to make us understand the visual angle of research with characteristics of knowledge management researchers. Then the paper explains the content, the characteristics and the implementation of knowledge management briefly,' and has especially expounded the necessity of implementing knowledge management among our government.In the second part, in terms of the idea and method knowledge managementadvocating, it has analyzed many problems and the original causes -that our government faces while implementing knowledge management: Limitation which government's bureaucrat makes; Government's learning ability is deficient; Government's information-based degree is low; Government's talents' exploitation drops behind.In the third part, to the problems that the second part is analyzed, it probes into the countermeasure that our government strengthens knowledge management. This paper suggests that we can set about from four main respects: First, introducing the "organization reengineering" theory to make the high-efficient government. Second, according to "learning type organization" model to establish the studying type government. Third, drawing lessons from the principle of "fictitious organization" to perfect the electronic government. Fourth, using method of "management of people first" to build the serving type government.In a word, the development and application of knowledge management theory will strike the government's management idea, institutional framework, operation way, etc.. The present society of our country is in transformation period and our government isin the key period deepening reform. Paying attention to the study of knowledge management of the government will be of great advantage to our government reforms.The innovation of this paper has two points mainly: First, the analysis of the problem faced in knowledge management and origin cause of formation to our government has certain depth; Second, the countermeasures the paper probes into to strengthen our government's knowledge management are original.
