Raising children is a basic function of a family, but in social change, family change andrural female non-agriculture occupation change under the influence of other factors, migrantworkers family care function have been weakened, especially in young children tending theexistence in the process behind the great trouble, often become coping strategies. In this paper theproblems as the focus, through to the11rural migrant workers in cities a case study found:1.Migrant workers make decision flow and left main and their access to social support.When they are able to get enough support from the country and face the city "thrust" role, theywill be more inclined to send their children to remain in the house, become left-behind children;and when the rural support breaks they had to send their children into the city to raise, becomemigrant children.2. Migrant workers in juvenile children tending the main problems include: the care of theirchildren and work family conflict, the fragility of the economy and the city of parenting conflict,mobile way of life and child rearing conflict. The birth and upbringing on migrant workers’ lifeand work has a great influence on.3. To solve these problems, the author thinks that we should establish a family centeredmaternity welfare system, to make up for the inadequacy of function of family upbringing, andproposed a " parental accounts" policy ideas.From the point of international experience, in the course that industrialization and citychange, each country is generally through the welfare system settings in response to changes infamily functioning, in support of family planning and raising their children have also beenassociated with social policy. But in our country the maternity insurance policy, on the one hand,the informal employment groups in the presence of exclusion, not covered by the migrant workersgroup; on the other hand, because only on reproductive event security, to meet the family in theupbringing of children during more demand in the long term. In the light of our country theinadequacy of existing system and combining international experience, the author thinks that weshould break through the original policy framework, from welfare pluralism and asset buildingtheory perspective, the whole family as social welfare the object of interest, and from the lifecourse perspective to fertility, raising as a continuous event, not only for the provision of familyprotection, fully take into account more long-term child care issues, while also taking into accountthe family capital accumulation and long-term development.
