But in our country the maternity insurance policy, on the one hand,the informal employment groups in the presence of exclusion, not covered by the migrant workersgroup; on the other hand, because only on reproductive event security, to meet the family in theupbringing of children during more demand in the long term. In the light of our country theinadequacy of existing system and combining international experience, the author thinks that weshould break through the original policy framework, from welfare pluralism and asset buildingtheory perspective, the whole family as social welfare the object of interest, and from the lifecourse perspective to fertility, raising as a continuous event, not only for the provision of familyprotection, fully take into account more long-term child care issues, while also taking into accountthe family capital accumulation and long-term development.
