With the continuous development of social economy and polity, women' gender roles are constantly changing. With the improvement of the education level of women, changes of ideas, more and more women enter the labor market. And this is accompanied by a declining birth rate there. The original run of the family to maintain social policies affect people's living conditions have been changed, so reform family policy is not only related to family harmony, but also to the harmonious development of society and economy. At the same time, gender inequality around the family services division of a very common phenomenon, especially when it comes to child care issues. Norway is the development of welfare policies on gender equality pioneer countries, these welfare policies to allow women to combine work and family responsibilities. How to strike a balance between work and child care is no longer just the couple own family thing, it has become a hot social issue for policy makers were concerned, therefore, relevant research childcare family policy has immediate practical significance. In an international perspective, the Norwegian childcare related family policy is not only "women-friendly" welfare policy, but also a "kid-friendly" welfare policy. Parenting problem is no longer just a pure family, is the main battlefield of the welfare state and gender equality debate.This paper attempts to study the framework of the Norwegian family policy about child-rearing, and introduces Norwegian parental leave, the mothers? quota leave, paternity leave production quotas, parental benefit, child benefit, child care subsidies for parents and one-time cash payment of maternity benefit gold, provide reference for China's current welfare system set up childcare related policies. Meanwhile, the paper also analyzes the main Norwegian experience in order to develop childcare family policy, discusses the main recommendation to establish childcare family policy in our country, including the positive change in family values, statutory leave policies, take special agency set up pilot implementation and strengthening of local area regulation.
