| The phenomenon of frequent replacement of Japanese premier has been drawingpeople’s attention since its first premier being appointed. Academic circle pay moreattention to this phenomenon after the reappearance of "nine premiers in ten years"during1989to1998in the first ten year of21century. Many important factors affectthe frequent changing of premier,such as economy and foreign relations. But factorsbeing analysed so far are occasional,gusty and periodic, thus they can only explain thereason to frequent replacement in an certain period, and cannot give a comprehensiveexplanation to the issue of "why Japanese Premier change so often". To a nation, itsregime, politic, and culture are usually unique, stable and conventional. Therefore,explanation to the frequent replacement of premier in these angles can be more easierto operate and more persuasive.The research method adopts in this article analyses this phenomenon in respectsof Japanese regime, politics and culture. Besides that, quotation, illustration andinduction are the basic research methods being used in this article.After analysing the phenomenon from these three angles, this article draws to anatural conclusion that "short-lived cabinet" is inevitable in Japan and deeper factorslike political culture and traditional culture are behind the formation of it; though it isa morbid political situation,"short-lived cabinet" embodys the "uniqueness" of Japanese and Japanese culture and furthermore declares that Japanese have not beingfully westernized but kept something of they own in the bottom of their heart whentaking in western political system. |
