Local Government Innovation Research: Endurance And Institutionalization Studying

Reform and innovative achieved the refulgence of the past thirty years of reform andopening-up. As the important component parts of government reform and innovation, thelocal government innovation plays an important role. The local government innovationarouses the social publics widespread concern because of the Chinese local governmentInnovation Awards. Since2000, when the Chinese government has set up localinnovation, the local government innovation has went through more than ten yearsdevelopment course, and the local governments has studied the theory about innovationmore than ten years. The local government’s passion for innovation is soaring, and thesocial public is paying more and more attention to the local government innovation.However, a series of problem emerge in the local government innovation, as well assome achievements have been made.In this background, my paper bases on the local government innovation projectsfrom2000to2011, then classify and analysis the114local government innovationproject. This paper reduces the issues to three hot fields, which is concerned by the localgovernment more than ten years, and deems that there has universal characteristics in thelocal government innovation The local government innovation is difficult to get awayfrom "a destiny", it is attribute to its underlying causes and external factors. But thefundamental reason is that the local government innovation lack endurance. The lack ofendurance displays variously, and the reason for that is also complicated. But the rootcauses of that is the local government innovation is difficult to institutionalization. Therefore, it is important to institutionalized the local government innovation effectivelyand timely, and make it widely practiced in the national, because it is the key to solve thelack of innovation endurance.Local government innovation should along two basic dimensions, that is theinnovation process institutionalized and innovation achievement institutionalized. Therealso has two basic premises we should fulfill, namely a perfect administrative system andthe breaking of human bondage. Then we should make the innovation become theultimate goal of the local government, through the appropriate decentralization ofauthority and rational orientation of the local government function. And formulate speciallocal government rules for the implementation of the innovation, then establish ascientific and reasonable system of local government innovation achievement selectionand institutionalized legal procedure, and make innovation as the main content of local...
