China's Local Government Innovation Research: Based On The Projects Of "China's Local Government Innovation Award"

Innovation is the driving force of a nation's progress, and it is also an very valuable experience of the more than 30 years of reform and opening up to the development of Chinese politics. With the speeding up of the modernization process, the contradictions in many fields is increasingly sharp, such as population, resources, environment, efficiency and fairness and so on.And the public goods and services provided by the government can't meet up with the rapidly increasing requests of the citizen.Therefore, constantly optimizing the organization structure, restructuring government work process, improving the government's administrative efficiency, improve government's performance, strengthening the construction of the government itself in order to realize the equality of the basic public services, promoting social fairness and justice, to improve the civil service satisfaction have become the strongest signal of modern society,and they call for and promote innovation of the local government. So a lot of government innovation projects, such as "Democratic Discussion", "Administration Supermarket", "Three Rounds and Two Tickets Electoral System", "Popular Net" and "Government Affairs Micro Blog" are all over the country. And then, how to view the concept of local government innovation, what logic does China's innovation follow, how does the features of China's innovation look, what status is our country's local government innovation in and what problem does it has, and how to make up the shortcomings by perfecting our country's local government innovation, etc. All of them make up the main research content of this paper.In this article, the author counted and analyzed the previous winners' development in all aspects by choosing the 158 award-winning projects of "China's Local Government Innovation Award" as the research objects, and founded that the current situation of the local government innovation and development in China was unbalanced.Through several cases studying, we summarizes the reasons of local government innovation in China are mainly the problem-orientated, benefit-orientated and political elite droved, and what's more, it presents the following characteristics:the overall quality of the innovation projects gradually increased, and the sources of the projects have become increasingly widespread; keep pace with the Times, the innovation projects which promoted by using the Internet technology has increased gradually; and the value orientation of the government now has changed , it began to pursue the unity of social justice and efficiency. And the problems of our country's local government innovation are mainly:the imbalances of local government innovation, the weak sustainability of the innovation, the problem of many excellent innovation practices which can't be institutionalized and promoted in time, the lack of government innovation power and the limitation of government innovation by the local finance level.Based on the careful analysis of the problems existing in local government innovation, the author puts forward suggestions in four aspects to solve those problems and to improve the current situation of the development of government innovation in our country. First, consummates the top-level design, and promote comprehensive development of local government innovation; Second, change the old ideas to improve the innovation consciousness and ability of local governments; Third, promote the development of local government innovation from the external environment; The last but the most, Systematize the government innovation to incentive and guarantee the government innovation.
