Research On The Logistics System Construction Of National Economy Mobilization And The Key Technology Problems

National economy mobilization includes emergency mobilization and war mobilization.According to the concept of the national economic mobilization logistics, the property of the nationaleconomic mobilization logistics and the requirement of the national defense mobilization managementsystem, we put the mobilization logistics into three categories: one is the challenge of economicmobilization logistics, mainly refers to the logistics which happens in the areas of the nationaleconomy mobilization to deal with the war.Two is the emergency mobilization logistics, mainly refersto the logistics which happens to deal with unexpected public events. Three is the military mobilizationlogistics, mainly refers to the logistics of the army themselves to deal with the war. According toChinese current management system of national economic mobilization, emergency logistics and thechallenge of economic mobilization logistics belong to National economy mobilization Logistics，andthis is also the research object of this paper.At present, the construction of the national economy mobilization logistics system in our countryis in the initial stage, the management department of the national economy mobilization, military, andthe national emergency management departments are to establish the logistics system of nationaleconomy mobilization which can cope with the war and the emergency; and the research about thenational economy mobilization logistics system is not too much at home and abroad, also withoutstrong systemic and high depth. Therefore, the research for national economy mobilization logisticssystem construction is of great practical and theoretical significance to our country.This paper takes logistics process of the national economy mobilization as a system to analysis. Onthe basis of the Characteristics of the national economic mobilization logistics and the currentmanagement system of the economic mobilization logistics, we believe that national economymobilization logistics system should include the organization and command system, infrastructuresystem and information support system, and at the basis of explaining the relationship ane themechanism of operation between the three subsystems, Given the functions and operational processesof each subsystem, and also construction of key technical issues need to be addressed, and point out thatthe operation of the network form of national economy mobilization logistics system. At last, for thenode localization and path optimization to make a more in-depth study and give their own models andalgorithmsand, finally accompanied by examples to illustrate.
