In Recent years, various types of emergencies happen frequently in the local areas,which makevarious hazards. And therefore, it is imperative for the local government to establish the emergencymanagement mechanism so as to realize the scientific development, construct the harmonious society.This demonstrates that the local government will implement the administration in according to law,science and democracy. Dealing with emergencies is also a kind of way to examine the localgovernment emergency capability and efficiency and it is also an important factor to weigh up thelocal government’s administration capability and effectiveness. Emergency has become the focus ofpublic attention, and besides, it is also a routine work of the local government. At present, theemergency management theory is still divorced from practice in our country, and the concerneddepartments of the state are working with great efforts to find and then to build a comprehensiveemergency management system. But the research is still in the macroscopic level while themicroscopic level is in shortage, which can not provide strong guidance to the eastablishment ofemergency management system. This paper, from the point of view of the local areas, analyzes themeasures such as early-warnings exersizes, unexpected disaster relief, post disaster reconstruction,psychological comforting and other aspects taken by the local government, aiming at puttingforward policy advice on the basis of law, mechanism as well as science and technology.The paperalso proposes that local government emergency management mechanism mainly include emergencypredicting and warning, information distribution, decision-making and disposal, information release,social mobilization, restoration and reconstruction, investigation,and evaluation.
