Research On Emergency Coordination Mechanism Between Central Enterprises And Local Governments In The Context Of Big Data

Big data develops rapidly recently.Compared with traditional management system,big data management system balances "traditional management" and "big data technology".The big data technology upgrades traditional management system to modern management system.Based on this situation,this article studies the central enterprises and government emergency cooperative mechanism.This paper analyzes the emergency management theories and synergetics relative theories.Then it discusses the connotation of emergency cooperative mechanism.Also,it summarizes the government and the central enterprises emergency management present status and problems and its cause reasons.Based on these,this paper designs the organizational structure of emergency cooperative mechanism under the background of big data and then divides the responsibilities of these departments.In this part,it proposes collaborative emergency department,the central enterprises collaborative emergency department,crisis management department and emergency information management department,and then it establishes central enterprises and government's co-resident emergency mechanism.In addition,it also designs the emergency operating mechanism and supporting mechanism combined with the characteristics of central enterprises and large data background.It includes emergency information collection mechanism,emergency coordinated monitoring and early warning mechanism,emergency decision-making mechanism,diversified cooperation and disposal mechanism,emergency restoration mechanism,emergency laws system,emergency facilities,personnel security system and emergency training system based on big data.This paper either perspective or research results are innovative.The designs of cooperative mechanisms,operating mechanism and supporting mechanism can all be a reference to future central enterprises and government emergency cooperative mechanism.
