Modernization is not only a world-wide trend of development, and the history ofsocialism. Progress and development of modern society can not be separated from themodernization of the government, government modernization is a core element of theoverall social modernization."The country focusing on governance officials, goodgovernance to good officials". The governance of the national civil service and thegovernment’s work efficiency and the transformation of government functions has adirect relationship, but the goal of the governance of our civil service and "goodgovernance" there is a certain distance, the situation is not optimistic. How to achievethe modernization of the government transition, namely, how the governance of civilservants in government modernization background is essential to the modernization ofthe "Government".This article on the basis of research, from a new perspective: from the modernpoint of view to study the civil service governance issues in China by analyzing thestatus of our civil service governance, civil service management experience, to learn theancient Chinese officialdom and the world and China’s Hong Kong region to achievethe government goal of modernization, to further improve China’s civil service systemof governance. In this paper, literature analysis, comparative research method, empiricalanalysis and other methods, the first government modernization background of civilservice governance concept is analyzed, and then on the basis of careful analysis of thecurrent state of the domestic civil service system of governance and found that China’scivil service governance the existing problems, such as the ethics of the civil serviceitself unclean, the increasing awareness of official position, burnout index higher, andthe civil service hiring and exit mechanism, pay system, incentive system drawbacks. To improve China’s civil service system of governance, by contrast ancient and moderngovernance status of civil servants, civil service system of governance of the UnitedStates, Germany, Japan, and China’s Hong Kong region, for example, based on our ownnational conditions, absorbing the experience of the civil service system of governancein these countries, think about their role in the civil service system of governance inChina’s revelation. Finally, specific analysis of the government of modern governancemodel put forward countermeasures and suggestions to further improve China’s civilservice system of governance.
