Selecting college students as village cadres to tenancy at basic office is a strategicmove for our country to build comprehensive construction well-off society and speed upthe pace of new rural construction. However, appointing college students as village cadresis a strong regional work. How to combine the party and the government’s relevant policy,the actual conditions of each district with the professional advantages of collegestudents effectively has important practical value to improve college students villagecadres’ to be chosen pertinencely, scientificly and effectively.Therefore, this study choosed the university students village cadres in Chongqing asthe research samples, and according to human capital theory, human nature hypothesistheory, incentive theory as theoretical basis. Combined questionnaire with individualinterviews to be the research method to analysis the present situation of universitystudents village cadres and find out deep reasons which influence the tenancy. In order todiscuss and puts forward improving employment status of college students village cadres.Specifically, this article emphatically from the following six aspects.First is the introduction section. This part mainly introduced the researchbackground and meaning, the purpose of the research and methods, the focus of thisresearch and innovation points.The second part of the research content is mainly related on a review of existingtheories.The third, fourth, fifth chapters are the key point of this research. Chapter3firstintroduced the research objective, content, way and tools. And following analyze thesample’s structure characteristics, participation motivation, present working status, andthe status of external support satisfaction to find out the college students as village cadres’employment situation. The fourth chapter based on the upper chapter analyze thecollege students’ village cadres’ employment difficulties. Including three aspects, thesubjective predicament, the objective environment problems in rural areas andmanagement system predicament. College students village cadres’ subjectivepsychological predicament is mainly troubled by four aspects including psychologicalpredicament, vocational dilemma, the role difficulties and development dilemma. The mainobjective environment difficulties in rural areas is caused by the following three aspects,the urgent improving conditions, the shortage of financing source and complicate social relations. As for the dilemma of the current management system, the author researchedfrom college students village cadres’ choice, use, foster and stay. Chapter5is the toppriority of the paper, based on the first two parts study, the author puts forward the roleorientation and function from expand, access system, training mechanism, performancemanagement mechanism and incentive mechanism, the subsequent developmentmechanism proposed the corresponding opinions and suggestions. Chapter6is theending part of the full article, the author maked summarizes and prospects to the wholearticle.
