The so called "China Threat "partly represents the world's concern about the further development of China and its possible negative affect of the world under the background of the rapidly development of China's economy. In the same time, China needs to bring out its own understanding of basic conception on how to build a new world order without triggering unnecessary concerns as to whether to affect the status quo of the international system. The conception of "Harmony" , whose (re) emergency is based on the deep review of China's five thousand year long history, is an answer to the question and has become one of the key principles which guide China's diplomacy in today's world.According to Prof. Keohane and other scholars, ideas play important roles in affecting a state's foreign policy. The most important idea is the general outlook of the world which guides the choice of different options during the foreign policy decisionmaking process and deeply affects a state's behavior. The conception of "Harmony" has deeply affected the relationship between China and its neighbors, especially in their cooperation on building regimes of disaster relief.Despite a lot of research on the conception of "Harmony", it is highly imperative to study how to promote the widespread of the conception, and the proper relationship between the conception and the detailed diplomacy action like disaster relief. This thesis tries to make a case study of China's cooperation with Asia neighbors on the building of a regime of disaster relief and believe this issues area provides a necessary platform to realize the conception of harmony which will help other states understand the real intention of China so that it will promote the further cooperation between China and its neighbors.The thesis falls mainly into four parts besides a preface and a conclusion. The first part focuses on the building of analysis framework, which is based on the study between ideas and foreign policy, and will explore the relationship between the conception of harmony and the conception of "new security". The second part traces the evolutionary path of the "new security" and the conception of harmony. The third part explores the experience of China's cooperation on disaster relief in general, and the final part makes a more detailed case study on it.
