Guizhou Province Natural Disaster Emergency Management Mechanism Research

In recent years, a variety of natural and man-made public emergencies are frequent in our country. They are serious threat to peoples’ lives and property safety. Forasmuch, The Party and the government must be faced with the reality of subject that is to Strengthen establish the emergency management mechanism and enhance the respondent capacity of government and civil. This article is based on the realistic background, With the Natural disasters management mechanism of Guizhou Province as study object, the drought incident as clue, and the Disaster Emergency management tradition and the correlative theories as beginning, by study the situation of southwest mega-drought in2010, In-depth analysis about the problem and reason of the natural disaster emergency management mechanism of Guizhou Province. The key point is how to establish and improve our system.This paper is organized as follows:Firstly, I introduced the theory of crisis, crisis management and emergency management mechanism; Secondly, through documentary research, I sort out the tradition natural disasters response strategy of Guizhou Province. Thirdly, with the early warning mechanism, respond and disposal mechanism, reconstruction mechanism three aspects as study object. Fourth, I combine with emergency management case of southwest mega-drought disaster in2010to carry out an in-depth analysis about the problem, which is about the government of the current emergency management mechanism. And the paper analyzed the systemic and deep-seated causes of the emergency management mechanism, the inducement of emergency management mechanism affairs from such angles as cultural, institutional, economic and legal field. Lastly, To improve our country’s emergency management mechanism, this paper has responded it by giving some recommendations. For example:Chapter1, It is the introductory part of the paper. It introduces the research background, status, ideas, methods and significance; Chapter2, Shape the consciousness of crisis, and strengthen build the crisis of culture; Chapter3, intensify ecological philosophy, adhere to develop the economic; Chapter4, under the context of Reform of Super-Ministry System, improve comprehensive emergency management mechanism system; Chapter5, build and improve emergency management laws and regulations system.The contributions of this paper are as follows:Investigated the historical development of the emergency management mechanism and explore the relationship between the traditional of the disaster prevention and modern emergency management mechanism. Analysis the emergency management mechanism reasons from the cultural, institutional, economic and legal system.The shortcomings in this paper are as follows:Be lack lots of the first-hand information which be researched by oneself. Since the sudden public events cover a wide range, and the actual situation is different in different districts, it is not typical enough from southwest mega-drought disaster in2010in the government’s emergency management mechanism. In addition, there is more qualitative analysis and less quantitative analysis in this article can be found.
