Research On Emergency Management Mechanism Of Governments’ Responses To Natural Disasters

Since long long ago, many kinds of natural disasters happened in our country, which is difficult to handle for the government. The high frequency of disaster brought a lot of bad influence to the people in our country. Recent years, there happened many times of earthquakes, floods, and debris flow in Sichuan Province and its neighbors. The increase frequency of natural disaster caused panic among people, and test government’s ability of handling natural disaster. To minimize people’s losses in natural disaster and maintain government’s credibility, it is necessary to improve government’s ability of handling natural disaster, and set up an emergency management mechanism for the purpose of improving emergency management ability. We should set up and perfect government leading, high-efficiency emergency management mechanism, address accidently occurred natural disaster timely and effectively to maintain society function well, which is the main idea of building harmonious socialist society.Local government always has most direct contact with people, is closest to people and is most familiar with people’s living conditions. At the time of occurring natural disaster, local government can get the first-hand real situation of disaster and take some measures to protect people’s life and property security at the first time. Local government’s emergency management ability to some extend has influence on the result of fight natural disaster. In this respect, it is no time to delay to study local government’s emergency management ability, which will be beneficial to emergency operation, perfecting emergency management mechanism and finally promote government’s emergency ability.In our country, the research on emergency management started fairly late. Although, we’ve obtained some achievements, there still exist many deficiencies. This paper takes documentary method and case analysis method to summarize natural disaster and government natural disaster management. The paper analyzes the current situation of our government’s natural disaster management mechanism based on science of disaster and emergency management mechanism, and put up with the problems in natural disaster mechanism, and advance countermeasures: set up special emergency management organization, create integrated disaster information and emergency command platform, complete natural disaster quick reaction mechanism, natural disaster protection mechanism and natural disaster information release system based on the home and aboard experience and combing our actual condition.
