Research On Public Emergency Management Of Natural Disasters In China

China is a large country, which has a large population, complicated geographical environment,changeful climate conditions. In china, natural disasters are frequently. Natural disasters caused serious influence to our country’s production and living. At the present stage, public emergency of natural disasters pose a threat to China’s economic development and social stability. At present, our country is in a critical period of social and economic transformation, once the sudden natural disasters happens, it will take a great risk of other types of public emergency. In the face of many kinds of natural disasters on the threat of social and economic development in our country, public emergency management of sudden natural disasters has played a vital role. On this premise, governments have recognized the importance of public emergency management of sudden natural disasters. Facing with the great catastrophe, our country’s public emergency management of sudden natural disasters has been improved, and obtained a series of achievements, emergency response to sudden natural disasters’ability has a significantly improved. Public emergency management of sudden natural disasters in our country at present stage, however, are still have some problems. There are lots of things in public emergency management of sudden natural disasters should be improved.In this background, this article is divided into five parts to research the public emergency management of sudden natural disasters:The first part is the introduction, introduce the topic background, why choose this topic, results of theory and practice in our country and abroad. The innovation and deficiency of this article. In theoretical research, our country started relatively late compared with western developed countries, research of public emergency management of sudden natural disasters is authority, interoperability, pertinence and practicability yet. There are three innovations in this article. First of all, there is a comparison between China and other Western countries such as America, Japan, and England. Secondly, in the combination of macroscopic theory and concrete practice, I introduce a case,which is "7.21" heavy rainfall events in Beijing, to show you the weak points in chinese public emergency management of sudden natural disasters. The third one is backed up by using the theory of multiple chapters to discuss the topic, such as the induced institutional change theory, emergency management theory and the theory of risk society.Second part is the basic concept and theoreis of emergency management for public emergency. In the second part, from the related theory of emergency management, expounds the definition and characteristics of emergency, emergency classification and grading, natural disasters, the classification and characteristics of the public emergency. In this paper, we further define the concept of public emergency management of sudden natural disasters.The third part is the current situation and problems of the public emergency management of sudden natural disasters in our country. In research, at present, the public emergency management of sudden natural disasters, I have introduce a case which is "7.21" heavy rainfall events in Beijing, analyzed the case with Haddon matrix to find out the weak points during beijing’s public emergency management of sudden natural disasters, to find out a series of problems in the public emergency management in our country. After that, from particularity to universality, induces three shortcomings existing in the emergency management in China.The fourth part will summarizing the United States, Japan, Britain and other advanced countries’emergency management of sudden natural disaster, contrast and analysis in natural disaster emergency management in China and summed up a series of problems which could help China to improve the ability of emergency management, namely, improve the legal system, building effective central agency and find out the lead team in the practical work department, information dissemination effectiveness need to continuously strengthen and the cultivation of national emergency.The fifth part is how to consummates our country’s abilities about public emergency management of sudden natural disasters. In this part,I will put forward some opinions and suggestions of mine,which is building the natural disaster emergency preparedness capacity, buliding the legal system of the public emergency management of sudden natural disasters, building the emergency quality, building the public’s awareness of disaster prevention.At last I hope to perfect our public emergency management of sudden natural disasters has a certain reference significance.
