A Study On The Path To Improving Portal Service Ability Of County Governments In Yanan City

After the concept of “ Internet +” in 2015,Premier Li Keqiang put forward the concept of “Internet + government affairs service”for the first time in the government work report in 2016,which aims to acquire a resource sharing among the governments and governmental sections at all levels and to streamline the work flow and procedure so as to decrease waste of time and increase work efficiency.In doing so,not only will our “Internet +” strategy be extended,but our governance and modernization will be boosted,which is of great significance to opening up a brand-new mode of government-governing.With higher needs of the construction of government portal websites,the service capacity of the county government portals in Yanan needs to be strengthened pressingly as government portals are a new means of establishing a modern government service system.Taking the performance evaluation results of each county government website in Yanan as the research object,this paper puts forward the path to improving the service ability of government portal websites by the means of analysis of the present achievements and existing problems of the current government portals.First,this paper introduces the related theories of government portal service ability.A solid theoretical foundation is laid for this research by defining the government portal,the service ability of government portal and the performance evaluation and straightening out other concerning theories: E-government theory,new public management theory and service-oriented government theory.Secondly,on the basis of studying selection reasons for the assessment index,after contrasting the weights and the contents of the performance evaluation index with all county government portals in Yanan between 2013 and 2014 and lateral and vertical contrasts of performance evaluation results,this paper works out the present service capacity of the county government portals in Yanan.Thirdly,aiming at the current situation of the government portals,this paper illustrates the achievements and problems in web construction in terms of three major functions of a government portal website: information publicity,public service,interaction between government and the public.Finally,according to the design basis of the path to improving the service ability of government portal website,paths are put forward and the feasibility and safeguard measures of the paths are further analyzed in this paper.A study on the way to uplift the service capacity ofgovernment portals is an inevitable outcome and basic requirement to adapt to the modern age of “Internet +” and Big Data.Aiming at the existing problems,through the analysis of the current development situation of county government portal websites in Yanan City,this paper puts forward effective paths to improving the service ability of the government portals.The purpose of this study,on the one hand,is to increase ease of use and convenience of government portals by increasing on-line government affairs service and administrative efficiency;on the other hand,is to be helpful in decentralizing,promoting the transformation of government functions so as to speed up the construction of service-oriented government.
