| Execution of the revolution of "Power Delegation,Supervision Enhancement,Service Quality Improvement"(hereinafter P.S.S Policy)is the crucial milestone of our self-revolution and an important action towards the functionality shift,from management to service,of our government.Most importantly,it’s the key step to improve our service quality & efficiency.Under today’s new and rapidly changing economical and social circumstances,local governmental service window has become the crucial connecting point between government and civilians,and also an important piece of the P.S.S Policy.As the innovation is moving forward,our fellow civilians have an high expectation regarding our service quality.Therefore,in order to execute the P.S.S policy more effectively,implementing the ultimate goal of "Single Door,Single Window,One-Stop Service",around April 2022,leading by the Public Security Bureau of city C,an exciting and revolutionary procedure,focusing on providing better service to our civilians,such as public safety service,daily patrolling and border entry/exit service,has been established.Currently speaking,there are multiple issues existing in our service procedure,including unable to fully implement the policy、Workload not well balanced/distributed、Overall qualification of servants is low、Human resource utilization not optimal enough(too busy,too idle)、 Relatively weak service awareness.This article has leveraged multiple contemporary service theories and analytical practice such as Public Service Theory 、 Service Oriented Government Theory、Service Quality Model Theory、Bibliography Analysis、Survey Analysis、Interview to perform an in-depth research about the overall civil service quality &management.This paper finds that the service quality of police department of S country service window in Chongqing has the following problems: part of the approval power is misplaced,and the department connection needs to be improved.Long queues and complicated forms;The window waiting space is small,and the facilities and equipment need to be improved;Hardware and software compatibility is poor,facilities and equipment update slowly;The balance of personnel distribution is poor,the personnel structure needs to be optimized,the initiative consciousness is poor,and the personnel professional proficiency needs to be improved.Departmental data sharing is difficult,and the platform construction needs to be improved.Tracing back to the source,this paper focuses on the problems of the people’s urgent needs and worries,and analyzes the causes of the service window service quality management problems,mainly in the following aspects: the implementation of relevant policies is difficult,the relevant policies are not perfect,the department communication and cooperation is not in place;Implementation is not in place,funding is not sufficient,innovation is not enough;Service consciousness is not enough,some grassroots leaders don’t know enough about these issues,responsibility consciousness is not strong,personnel management mechanism is not perfect;Related policy publicity work is not in place,public participation is low.Targeting the goal of "Service Develops Excellence",the paper actively explores the improvement of public security service quality.This paper puts forward the following countermeasures: improve relevant laws and regulations,pay attention to the effectiveness of decentralization of examination and approval authority,and strengthen the overall planning of the government;Strengthen the attention of grassroots leaders,optimize the service window function partition,build a trinity service system;Strengthen staff service consciousness,optimize staff structure,perfect assessment and supervision mechanism;Establish a long-term publicity mechanism,improve the level of information technology,smooth the police and people contact channels. |
