Evaluation of fighter operational effectiveness is an emerging comprehensive, cutting-edge discipline, throughout the fighter’s entire life cycle, not only an important foundation of reviewing new aircraft development scheme and demonstrating the fighter’s tactical and technological indexes, but also playing an important role in the fighter’s use, improvement and retrofit, the benefit-cost ratio analysis as well as military analysis.Evaluating fighter effectiveness involves many factors and the impact of factors on the effectiveness is mostly the non-linear relationship, so the reasonable choice of index system and the scientific determination of the index weight are difficult. And with the rapid development of modern technology, the ceaseless enrichment of the fighter’s combat mission and combat style, the fighter effectiveness evaluation system should have more flexibility to adapt to new situations.Firstly the basic theory of the weapon equipments operational effectiveness evaluation was introduced, the basic concepts of the operational effectiveness evaluation were distinguished, and the advantages and disadvantages of various assessment methods and the scope of application were analyzed. Index combined weighting methods based on least squares and logarithmic least squares principle were given. The approximate problem that the square root method replaces the eigenvalue decomposition method when using Analytic Hierarchy Process method(AHP) to assign weights was emulated and analyzed, then the application scope of the square root method was defined. The entropy method was improved, constructing judgment matrix based on the information entropy to solve the index weights, so the entropy method’s shortcoming was made up and the reliability of the weighting results was improved. Combining with the characteristics of contemporary fighters, through the continuous analysis and comparison, a complete index system of fighter operational effectiveness evaluation was established using Delphi method, and the methods of each index value’s quantitative calculation were gave. The fighter combat capability evaluation model with adjustable parameters based on the S-shaped curve was put forward, and the flexibility of the evaluation system was greatly improved. An advanced fighter effectiveness evaluation software system was designed and developed using VC++, Matlab, etc, providing convenience for the verification of evaluation system and follow-up study. Finally the highlights and shortcomings of the work and the direction for future work were pointed out.After verification, the improved entropy method is scientific and reasonable, the evaluation model with adjustable parameters has more adaptability, and the effectiveness evaluation software system is accurate and reliable, and the use of object-oriented programming technology making the future improvement and upgrade more convenient.
