The Research Of "the County Government Controlled Directly By The Provincial Government" From The View Of Administrative Supervision

The reform of "Province administrating county" has reformed for a few years. In order to response the central’s political reform require, every local government has try to do their best to explore. But the reform is the process of challenging the difficult so it can not be easy all the time. Along with development of the reform "Province administrating country" it is become more and more difficult to conquer some contradictory among the deep of the system. So it calls for more theoretical discussion concern about the reform, in order to clarify the thought of the reform plan.The Country government in the reform is so important that can influence success or failure of the matter. In the whole government administrative system, the local government is the main performer of the government’s policies. We can say whether a policy can be successful or on how much it can be implemented, which depend on the country government. At the same time, the local government’s implementation directly facing the public society and the people. In the whole administrative system, it masters so many real and valuable materials, such as public opinion, the development of society, the condition of resource and environment, etc. And these data is the main basis for policy making. So the role of local government in the whole administration system decides the important position.But the government of county itself has many problems, such as the county party secretary own too much power, the system of p administrative supervision is not perfect, the ability of citizen participating politics is insufficient and the channel is narrow. These issues are resolved, but the government taking the reform of the province administrating county and expanding the power of the county government are not conducive to solve many of the problems on economy of the development of the county. This article is written from the history of the reform of system of the province administrating county, and I analyze the present dilemma on province administrating county in China and propose new problems which the reform of system of the province administrating county causes to administrative supervision on our government of the county. Finally, in reference to the experience of local governance in the developed countries, I come up with the possible mode of administrative supervision on our government of the county after the reform of province administrating county have been done.
