The Research On Problem Of The Transformation Of The Local County Government Functions Under The Background Of The Province-Directly-Governing-County

In recent years, in order to conform to the trend of world organization flattening, and in response to the country’s call for boosting the county economy, balancing urban and rural development and changing the defects of the "city governing county" system, our country have completed the reform of the "province governing county" system which is mainly through the reform of province-directly-governing-county in finance and administration system. This system reform is not only an important breakthrough in the reform of our country’s administrative system, but also the new goal of the level setting of our government, and it is also a new opportunity for the economic and social development and the change of functions for the local government. The reform of province-directly-governing-county brings the new chance for the county’s economic and social development and the transformation of government functions, the local county government should seize the opportunity and actively explore new ideas for the transformation of county government functions under the background of the province-directly-governing-county system to further promote the process of the transformation of China’s county-level local government functions.This paper uses three research methods, and it is divided into five chapters to discuss the transformation of the local county government functions under the background of the province-directly-governing-county. The introduction reviews the domestic and abroad related research theory; the first chapter elaborates and defines the connotations and the relevant concepts and theoretical basis of the province-directly-governing-county and the transformation of county-level local government function; the second chapter firstly combs the evolution of China’s county-level local government functions. Then comparatively analyze the local county government functions under the background of city governing county and the province-directly-governing-county. Also, this chapter discusses the necessity of the transformation of county-level local government function under the background of province directly governing county. And it clearly express the new opportunity for the transformation of county-level local government functions from the reform of the province-directly-governing-county system; the third chapter summarizes that under the background of the province directly governing county, the transformation of the local government function faces virtual all kinds of troubles, such as function localization, unreasonable organization structure, lack of implementation capacity, mismatch of powers and financial authority and so on. It also analyzes the causes of these problems; the fourth chapter uses the method of linking theory to analyze the specific situation and enlightenment of the transformation of local county government function under the background of province directly governing pilot counties; The fifth chapter directly explores the suggestions of the transformation of the local county government functions under the background of the province directly governing counties.
