A Problem Research On The Construction Of New Rural Communities Of Henan Province

The traditional rural communities are basically depending on the decentralized self-built community, however, due to the development of social economic, the traditional rural communities have not longer to satisfy farmers’ needs in the modern time. Therefore, we must be base on the demand of farmers and to establish a new type of rural community. The new type of rural community is different from the natural community, it should be putting farmers on the first place to accelerate the improvement of rural community, which is including the issues of market, government, non-governmental organisations, and civil society organisations in the comprehensive management and services system. In particular, the geographical region can be considered within the framework of production, the natural features and the development of economic/social conditions and so on, we can achieve a community planning that suit the local regionalism; at the same time it also can fit "the development of production, standard of living, country culture, the countenance of country life, the management and democracy". Functionally, this new type of rural community requires high local government’s service capacity, level of the organisation and the quality of resource integration to improve and ensure the realisation of farmers’ income; meanwhile in the design idea should espcially stand out the government planning and farmers’ participatory.This report analyzes the content of the new rural community, significance and theoretical studies that according to the research on Xinxiang, Luoyang and Zhulin villege of new construction in their rural communities, then the report points out the main idea of " promote villege by town, promote agriculture by industry","people-oriented, sustained and coordinated development","site-specific, multi-orientation" and a specific model of construction of new rural community. According to the social reality, those problems in the process of building excavation, which are capital, land, human resources and other reqirement, somehow those are not fully utilizing, it led to farmers’ participatory in rural communities that could not satisfy the repirement through the construction of new rural community, also, there are many social resources have been wasted and the functions of community have been limited by many issues that become the new main problems within the construction of new rural communities. To sum up the issues above, I significantly research on new rural community’s development of Henan, such as the function and position sets; and effort on the work of community planning; fully exploit the principal role of peasant group; with the changes of land transfer as an opportunity to accelerate the development of new rural community’s economic base; in order to promote cultural integration in the community, and increase their self-identity and belonging to the community and other aspects of potential countermeasure and suggestion.
