The report of the Nineteenth National Congress pointed out that the problem of agricultural and rural peasants is a fundamental issue related to the national economy and people's livelihood.We must always take solving the problem of "agriculture,countryside and farmers" as the top priority of the Party's work and implement the strategy of rural revitalization.The construction of new rural communities is an important link to promote the strategy of rural revitalization an important content of the construction and development of new socialist countryside with Chinese characteristics,a basic unit of urban-rural integration development,and a "termina" for the implementation of urban-rural social management by the government.Strengthening the construction of new rural communities is an important measure to coordinate urban and rural development and eliminate the dual structure of urban and rural areas.It is an important part of promoting community progress and achieving a well-off society in an all-round way.It is also an important part of strengthening grassroots governance and consolidating the ruling foundation of the Party at the grassroots level.Because of the unbalanced development of the new rural community in China especially the prominent characteristics of practicality,regionality and policy,it is impossible to have a complete and systematic set of measures to promote it in an all-round way.Many reforms are carried out according to local conditions and based on reality.Through systematic and in-depth investigation and analysis of the new rural community in Xincheng Street office of Feicheng City,the development experience is summarized.It is of great significance to promote the construction of new rural communities.
