The Suggestion Research Of New Rural Community Construction Case On Public Service

With the gradual progress of the new rural construction, new rural communities begin to emerge. This new type of rural community is neither a spontaneous formation of "community", nor the "Community" in the general sense. Instead, it is a government-led planning of the Social Life Community; it is the product of the change of national planning system; it is a major change and institutional innovation of rural grass-roots organizations and management methods.This article is a practical research of Ruian city, a economically developed county-level coastal city. The paper is a comprehensive study of its first rural community, T community. Besides in recognition of its achievements, the article also points out its existing problems. It gives suitable implementation measures suited to local and even other similar areas.The paper is divided into the following parts.The first part is introduction. It discusses the background, research purpose, literature review, research rational and innovations. It also introduces the current status of the construction of new type rural community.The second part is its theoretical part. It mainly introduces the characteristics, necessities of the construction of the new type rural community, as well as its main body, main task and the differences from urban community construction.The third part is a practical research. It gives questionnaires survey of the current status of the construction of new type rural community. It recognizes the achievements and experience that we get from the construction process. Meanwhile, it points out the deficiencies, difficulties and existing problems.The last part deals with advices and suggestions.On the basis of the analysis of the problems of new rural community building, after the introduction of the construction of rural communities at home and abroad, this paper puts forward corresponding countermeasures and suggestions:the elimination of erroneous understanding; define government functions and responsibilities; improve community services, facilities and service system; establish and improve community capital security system; establish and improve the community talent mechanism.
