China is under the macro background of economic and social transformation incurrent economic context, the housing problem as one of the event relating tonational economy and become the focus of attention in China and the countrieshe world. As a result, the introduction of affordable housing, low-rent housing public rental, and a series of affordable housing policy in China to cope with problem, the major decisions to solve the housing difficulties of low-incomeilies, however there are many problems in this process, such as governmentking is not clear, the system is not perfect, and not strict supervision, whichto the problem of affordable housing in use, because people can not effectivelyefit from it. Many factors, how to change government regulation in place, thisis will focus to it.At present,on affordable housing issues has caused the wide attention of ourernment and academia, but the researchers are more concentrated in how thesing security system reform, and how to give full role to the Government’sulatory in the process of configuration and use of affordable housing,to researchvoid policy risks less. This paper uses a combination of methods of historicallysis and empirical analysis, carrying out a systematic study of governmentulation in China an important role in urban housing security system, andulatory methods.This thesis include the following addition to the introduction and conclusion, paper is divided into three parts, first part is to do an overview of affordablesing, as well as the theoretical basis. Paper studies the theoretical basis tovide a theoretical basis for the analysis of the construction of affordable housing’sernment regulatory reform. Also describes the characteristics and types ofrdable housing,which characteristics about ownership of the affordable housing part of the Government; affordable housing construction standards is unique;affordable housing targeted for low-and middle-income groups; the development ofaffordable housing is the main responsibilities of government. Also describes thetypes of affordable housing, including affordable housing, low-rent housing,public rental housing and limit housing four major categories. The second part is thefocus on the article. By analyzing the status of affordable housing regulatoryDecember18,2007Guangzhou Municipal People’s Government issued a"Guangzhou City housing security system (for Trial Implementation) and theGuangzhou City, the affordable housing system (for Trial Implementation), twoadministrative regulations as a basis for monitoring the status of affordable housing,such as the protection of objects with a relatively clear defined; conditions inaccordance with the provisions of the amount on the payment of rental subsidiespublic housing rent deduction, etc. to solve the problems of the housing difficultiesof urban low-income families; division of the government departments, and thenanalyzes the problems in which generally includes violations of the law of theadministrative authorities in the use to the configuration rent and supervision ofhousing; illegal in the problems in the legislative process and the application of theaffordable housing process, forged to prove false, deceptive lie to the rent ofpublic rental housing, cheat purchase of affordable housing and the status offrequent occurrence. The reason is mainly due to our affordable housingmanagement accountability mechanism is not fully developed, non-compliancestaff and tenants of non-compliance are not the appropriate legal punish, loosemanagement process, there is only on the results are not re-process, only to careabout the report of the higher levels of government data on compliance rather thanfocus on the practical effect of the bad ideas. Affordable housing can be said as agood policy,but we are not difficult to find,there are many "flaws" in the concreteimplementation of the process, the frequency is "rubbish" projects is not onlyaffordable housing, in some parts of the allocation process exists a lot of problems.Therefore,in this process,the Government’s regulatory issues are also highlighted.Therefore, in order to adapt to the construction of affordable housing development,the traditional regulatory approach must change with the reform of government regulatory approach. The third part focuses on innovation. Problems and the reasonsfor Chinese current regulatory status of the construction about affordable housing toprovide a solution. I hope to help to deepen the structural reform of governmentregulation of the construction about affordable housing for the reform of thegovernment regulatory system for the construction of affordable housingCountermeasures to provide a scientific basis, such as to give full attention to theapplication of IT in the verification of information; to strengthen the administrativesupervision; the development of minimum standards of administrative supervision.At the moment, all over the country will promote the protection of housingprojects, in particular, the operating rate of the security room, the completionrate, and the protection of housing and quality of the project are strictly controlled.Of course, in the "built" security room, good protection of housing allocation.Inany case, the protection of housing allocation and the use of administrativesupervision can be described as a genuineness of the people’s livelihood papers.
