Government-subsidized housing project is one of the important livelihood projects in China.It plays a key role in improving the living conditions of low-income groups and maintaining social harmony and stability.However,a series of phenomena such as defective housing quality,negative property service,and scanty public resources have been reported from time to time,which has a great negative impact on the welfare effect of guaranteed objects.Measuring the welfare effect of affordable housing not only provides relatively real data for evaluating the actual implementation of government-subsidized housing project in China,but also provides more scientific suggestions for formulating housing security policies and promoting housing system reform.It is an important way to improve the welfare effect of affordable housing in China.Firstly,based on the background of vigorous construction of affordable housing,relying on the core theory of social security at home and abroad,this paper interprets the development process of relevant policies of affordable housing in China,introduces the actual situation of investment construction of affordable housing in China,and points out the problems and reasons of the construction and management of affordable housing in China.Secondly,the influencing factors of welfare effect of affordable housing are deeply analyzed.From six aspects: housing condition,living condition,education condition,traffic condition,employment environment and psychological condition,the evaluation index system of welfare effect of affordable housing is constructed.A complete measuring method of affordable housing welfare effect is designed by modeling subordinate function,determining index weight and selecting addition method.Thirdly,taking the affordable housing in Xi'an as the research object,based on Sen's feasibility theory and fuzzy evaluation method,and taking the data collected by the research group through the questionnaire as a typical example,this paper measures the welfare level of affordable housing residents before and after they moved in,and analyses the differences and causes of welfare effect of purchasing and rental affordable housing.Finally,this paper presents the way and suggestion of urban housing model reform,which provides theoretical guidance and data support for government decision-making.The research results indicate that: firstly,the total welfare level of guaranteed objects was improved,but the improvement is not obvious enough.Moreover,there is a significant gap between the different indicators: the housing conditions,living conditions and educational conditions were improved,however,the employment environment,traffic conditions and psychological conditions were worse.Secondly,the welfare level of different affordable housing is different.The welfare level of purchasing affordable housing is significantly higher than that of renting affordable housing.Thirdly,there are obvious differences in the welfare effects of the two types of affordable housing.The total welfare effects of the purchased affordable housing were slightly improved,and the housing conditions,living conditions and educational conditions were improved,but the traffic conditions,employment environment and psychological conditions were worse.Meanwhile,the total welfare level of the rented affordable housing was worse slightly,with only housing condition was significantly improved,and the rest conditions were worse.
