The Analysis Of Modern Russian Northeast Asia Secuirty Strategy

Russia is one of the most important countries in the world, which plays an vitalrole in the security situation of Eurasia by its security strategy. As the perspective ofNortheast Asia, examined the meanings of Russian security strategy for the research ofour country’s security strategy. The paper has lost about a year, for collecting, sortingand analyzing the relevant materials, to research and analyze the Russian securitystrategy.The paper pointed out that the main goal of Russian Northeast Asia securitystrategy is to maintain its own security and perimeter security environment, to promotenational economic development especially in the development of the Far Easterneconomy, to participate in the Six Party Talk actively, to promote construction ofsecurity cooperation mechanism in Northeast Asia, to balance the pressure of West toRussia, then to keep Russia’s great power status in the world and influence.The first section of the paper is about the definition and composition of Russia’snational security strategy, from the conception definition of national security strategy,to analyze the Russian security strategy in conceptual range. Then the sectionintroduced the formulation and the main goals of Russian security strategy.The second section of the paper is about the status and evolution, the sectionanalyzed from status of Northeast Asia in the Russia’s geopolitical pattern, especiallythe important status ofFar Eastern in the Russian existence and development. Then introduced Russiancognitive of Northeast Asia, mainly analyzed regional security environment,U.S.-Japan alliance and other factors, introduced the Russian territorial sovereigntysecurity and the evolution of Russian Northeast Asia security strategy, separated asYeltsin time, Putin time and Medvedev time.The third section of the paper is about the Russia implemented the level and layout of the Russian security strategy. First introduced the relation of development of FarEast and the Russian Northeast Asia security strategy, then introduced the relation ofthe North Korean nuclear issue and the Russian Northeast Asia security strategy, lastintroduced the relation of the Asia-Pacific security and the Russian Northeast Asiasecurity strategy.The forth section of the paper is about holistic assessment of the RussianNortheast Asia security strategy, then introduced the implementation of driving forceof the Russian Northeast Asia security strategy, then the achievement of the RussianNortheast Asia security strategy, last the problems of Russian Northeast Asia securitystrategy facing, such as the China threat theory, the U.S. factor, the Russian-Japaneseterritorial dispute, North Korean nuclear issue and so on.The fifth section of the paper is about the future change of the Russian NortheastAsia security strategy and the trend of relations among Russia and other countries inthe Northeast Asia, which mainly connected with the future development of theRussia-China strategic cooperative partnership, twists and turns development ofRussia-Japan relation, enhancement of the relations to N. Korea and S. Korea andconsolidation with Russia and Mongolia good-neighborly and traditional partnership.The Russian Northeast Asia security strategy is one of the most important part ofthe Russian security strategy，after Yeltsin, Putin and Medvedev three presidentialdevelopment it adjusted and deepen according to the changing international situationcontinues. Though the development of bilateral relations with the countries in theNortheast Asia, the Russian Northeast Asia security strategy participates with kinds ofsecurity cooperation and dialogue, gets into the Northeast Asian economic integration，ensures the safe of Far East，promotes the development of Far East even the country’seconomy, to enhance the status of Northeast Asia against the disadvantage effects ofthe eastward expansion of NATO to Russia.
