In The New Stage Of The Villagers’ Autonomy Difficulties And Countermeasures

In February2012, Chinese premier Wen Jiabao hosted the fifth forum inZhongNanhai. He listened to the people from all works of their opinions andsuggestions to the government work report (draft) and stressed:" Informationtechnology has greatly changed the Chinese society and accelerate thedevelopment of Chinese Society. This is a good thing that social progress, butalso to the work of the government put forward higher request. Socialmanagement should play a grassroots independence and initiative, andthrough the form of city community and the villagers’ autonomy, made thepolicy implement and the problem of masses solving in the basic level." Thevillager’s autonomy was produced with the reform of the household contractresponsibility system, it’s a form of democracy at the grass-roots level ofdemocratic political construction of China. Villagers’ autonomy’s creativedevelopment in rural areas of China has scored great achievements, andgradually awakened the farmer’s interest demand, democratic consciousnessand citizen consciousness, promoted the development of democratic politicsin the countryside. But in the process of implementation of the villagers’autonomy, as the rural economy development lags behind, the laws andregulations system is not perfect, the farmers subject consciousness,democratic consciousness is not sound and local government understandinginadequacy and other reasons, lead to the villager’s autonomy in the processhas many problems to be solved. This article based on the related conceptsof villager’s autonomy, analysised the existing problems and reasons of thevillager’s autonomy and put forward the path and the way of development ofthe villager’s autonomy in the new period.
