Villager Autonomy In The New Period Countermeasures And Suggestions

Villagers autonomy is part of China's socialist democratic political system and is also an inevitable product and necessary guarantee of the rural economic system reform. Currently, as the main form of ownership of peasants, it is playing an important role in the construction of the new socialist rural development. So it is of great importance to summarize the experience and lessons of villagers autonomy and evaluate the achievements and problems in order to promote the healthy development of villagers autonomy.This thesis has combed the meaning, content, characteristics, development history and the importance of villagers autonomy by documentary research, and has summarized the status and the problems of villagers autonomy through cited examples and other methods. Based on the above, the author has offered some suggestions and proposals on promoting of healthy development of villagers autonomy.First, the quality of the village cadres and villagers should be improved and the democratic and legal values and sense of political participation of the cadres and the masses should be increased. Second, related laws and the system of villagers autonomy needs to be revised and improved. Third, the construction of the basic-level party organizations should be strengthened and improved effectively to make them further play the core role of leadership. Fourth, the "township-village relationship" and the "two committees relationship " should be well dealt with and actively coordinated to form new greater resultant force for the aim of the villagers autonomy. Finally, the development of village economy needs to be accelerated to lay a good economic basis for villagers autonomy.This thesis makes some countermeasures and suggestions only from several major aspects for villagers autonomy. Many issues should be further explored and studied. Attention and solution to villagers autonomy is not only a task for theoretical researchers, but also the job content of the departments of the state and the governments laws and regulations and policies. And it needs the wide participation of relevant social work institutions and persons with breadth of vision in each system. With this, we can realize self-education, self-management and self-development of villagers and thus a healthy and harmonious and stable social rural development will surely be achieved.
