It is impossible to foresee and deliminate every unexpected event, but the active and effective emergeney management measures can reduce occurrence rate in advance, cope and reduce harm degree when occurring, and decrease loss afterwards. Therefore, during recent years, the emergeney management develops rapidly in theory, method technology, application and practice.In our country, crude oil in safety production is very important. In case of accident, not only affect the normal production of the enterprise, but also to some extent hinder the whole economic development. Therefore, to improve the ability of emergency management in petroleum enterprises is an important task, it has important theoretical and practical significances to deeply systematically study emergency management and emergency capability of petroleum enterprises.Firstly, with referring to the National Library, the campus network, reading books and other channels, understanding the theory of emergency management; Understanding the researching background, the purpose and the significance, the researching situation of domestic and foreign; And, investigating the characteristics of petroleum enterprises in China; understanding the status of emergency management in Petroleum Enterprises; Analysised the existence question of emergency management in the petroleum enterprise. Secondly, construct the evaluation index system on the basis of the fully understanding of emergency management capability of petroleum enterprise. Thirdly, the paper use grey evaluation method to analyze. Lastly, the paper is summarized based on above research results. Because of the limitation of my ability and practical, this paper has some shortcomings, and it need the further researching.
